Burnaby Refinery CAP
In 1996, a Community Advisory Panel – or CAP – was established to facilitate dialogue and foster understanding between the Burnaby refinery and the residents of adjacent North Burnaby neighbourhoods – an area bounded by Kensington Avenue to the east, Parker Street to the south, Boundary Road to the west and Burrard Inlet to the north.
